Matthew is an experienced public, regulatory and information law advisor and litigator who provides advice and representation to public bodies and companies across several sectors, with a particular focus on central and local government, arm’s length and regulatory bodies, health and education.
Matthew specialises in particular in acting for clients in high profile and complex judicial review proceedings, statutory appeals, High Court claims for damages arising from data breaches, a breach of confidence and/or misuse of private information, procurement challenges and public inquiries.
Matthew previously worked within the Government Legal Department, gaining substantial experience on issues surrounding constitutional law and devolution, health and social care, and social security, and for a national law firm in Australia specialising in advising federal government departments on issues of public law and judicial review.

Successfully challenged the lawfulness of guidance issued by the Care Quality Commission on behalf of a care provider: see R (On the Application Of) Advinia Health Care Ltd, R (v Care Quality Commission [2022] EWHC 965 (Admin).Â
Judicial review
Successfully challenged a decision made by the Secretary of State for Education to terminate the Funding Agreement for an Academy Trust (settled by consent).Â
