Bradley is a Partner in our Manchester office with a national reach. He is ranked by Legal 500 as a “Next Generation Partner”, with clients valuing his solutions-focused approach. His public procurement expertise, strengthened through secondments in the public and private sector, involves advising on the full suite of procurement documents and procurement strategies for a wide range of procurements from service agreements to major regeneration projects. 

In addition, Bradley is experienced in handling any other matters which arise during procurement processes and after contract completion (such as late bid submissions and compliant contract modifications). He also has an impressive track record of advising private sector clients challenging high-profile procurement outcomes and public sector clients defending challenges.

Whilst Bradley advises on procurements across a range of sectors, he particularly enjoys being involved in infrastructure and regeneration projects across the UK. He has acted on some of the largest-ever procurements conducted under the Utilities Contracts Regulations 2016 in the energy and rail sectors (combined values exceeding £14 billion).

City and town centre strategic regeneration

Advised an ambitious local authority in Greater Manchester on its £350m competitive dialogue procurement of a joint venture partner to deliver major commercial, housing and leisure developments in the town centre.

Major IT outsourcing procurement

Advised a private utility in the energy sector on its c.£200m second generation IT services procurement, covering both standard and bespoke IT requirements.

Major rail infrastructure upgrade procurement

Advised a public body in the rail sector on several high-value (>£1bn+) procurements of multi-lot, multi-disciplinary frameworks to deliver upgrades to railway lines across UK region.

Successful procurement challenge defence

Acting for public bodies (central and local government) in the waste, health, utility and education sectors on the successful defence of challenges from unsuccessful bidders, both at pre-issue and litigation stages, saving millions of pounds of public money and ensuring successful project delivery.
